WHO ARE
THE APPLICANTS

Organizations eligible for funding by the Suriname Conservation
Foundation, are: Non-Governmental Organizations, Community Based
Organizations, local elected bodies, government bodies and private
sector participants, including research institutes and individuals.

Non-Governmental Organizations (NGO’s)1
All Non-Government Organizations (NGOs) registered under
relevant Surinamese laws and working in the Biodiversity
Conservation Sector in Suriname, which are formed under an Act
of Parliament and duly registered with the relevant Surinamese
authorities.

Community Based Organizations (CBO’s)
All community based organizations including users groups
working in
the field of biodiversity conservation.

Local elected bodies
Village Development Committees (VDCs) and District
Development Committees(DDCs) and users’ groups working in the
protected areas and buffer zones and registered in the National
Parks, Wildlife Reserves, Hunting Reserves Conservation Area
Offices.

Government bodies
All relevant departments of the government of Suriname may
apply
for the SCF funding.

Research Institutes and Individuals
Any research institutes having proven background of
conducting research in biodiversity conservation and related
activities. In the case of individual(s), any individual having
proven research and work
expertise in biodiversity conservation and related activities
may also apply for SCF funding. On the basis of the
qualifications and experience of the applicants, the TC will
determine the eligibility of the research institute or
individual.
WHAT ACTIVITIES
ARE ELIGIBLE FOR FINANCING

Activities in the following areas, which are in furtherance of the
conservation of Suriname’s biodiversity, are eligible to receive SCF
funding:

Management of protected areas and buffer zones;

 |
Conservation-related activities outside protected areas; and
|
 |
Conservation education, sustainable income generating
activities, conservation activities, training and research.

ANTICIPATED
EFFECTS / IMPACTS ON BIODIVERSITY

In order to know the effects/impacts on biodiversity of the SCF
funding, the following indicators will be considered:

Number of people educated on conservation matters and their
support in biodiversity conservation;
|
 |
Results of biodiversity research and their application on
management; |
 |
Amount of money generated by the alternative income
generation programme and investment of such income in the
biodiversity conservation; |
 |
Number of participants who gained knowledge on biodiversity
conservation from the forest and other natural resources;
|
 |
Reduction in poaching incidents;
|
 |
Total number of medicinal plant seedlings grown and planted;
|
 |
Number of women and women groups involved in biodiversity
conservation matters; |
 |
Evidence of indigenous knowledge and system supporting
biodiversity conservation; |
 |
Number of communities being motivated towards biodiversity
conservation; |
 |
Number of local entrepreneurs and operating hotels and
lodges without damaging bio-diversity;
|
 |
Amount of income generated from eco-tourism;
|
 |
Number of new eco-tourism products;
|
 |
New
alternative energy sources and their applications;
|
 |
Reduction on fuel wood and fodder use;
|
 |
Formulation of policies on equity sharing;
|
 |
Extent of community forestry conserved with legal status;
|
 |
Extent of reduction on the illegal encroachment of forest
and natural resources; and
conservation of biodiversity in the community forestry.

SIZE AND
TYPES OF GRANTS

The sizes of grants may vary from year to year. The Board shall
determine the size and number of grants to be awarded each year on
the basis of the interest earned from the Foundation's endowment and
the budget needed for the management of the protected areas.
However, in general, the size and type of grants are as follows:
1. Large Grants: with defined range and purpose
2. Medium Grants: with defined range and purpose
3. Small Grants: such as seed money ( with defined range and
purpose)
4. Credit/loans: with defined range and purpose.
PROJECT EVALUATION STRATEGY

Project Idea
In the call for proposals that will be published via the local
media, interested parties are advised to first make a draft of the
project idea and discuss this with the Project Development
Specialist. Then it shall be determined to what degree the project
idea complies with the objectives of the Suriname Conservation
Foundation.
If this is not the case, the potential applicant is being informed
thereof. In the event that the project idea does comply with the
objectives of the SCF, the applicant is advised to submit the
project proposal with adjustments if necessary, according to the
following guidelines.
For all clarity, it is good to point out that this advice does not
automatically mean that the project is eligible for financing. The
final decision to finance submitted project proposals is dependent
on the available funds and, of course, the priority setting sequence
in the contents of the submitted project proposals.
Project evaluation
The SCF will analyze each project proposal taking into account a
rating methodology based on the following three criteria:

Project Value (does the project meet the essential
requirements to guarantee success);

Project Priority (is the project specifically aimed on e.g.
the conservation of biodiversity);
|
 |
Project Viability (risks, costs and sustainability).
|
The SCF
will, if necessary draw-on a variety of resources in assessing these
criteria. Individuals in the field, partner organizations and
experts with knowledge/experience in a particular field will be
consulted. This information will be bolstered with independent
research by the SCF specialist and presented to the Technical
Commission (TC).
The TC will evaluate the proposals and give advise to the Board of
the SCF whether a proposal is eligible for financing or not. Each
proposal will be critically evaluated and, where necessary, follow
up questions will be submitted.
CALL FOR
PROPOSALS

Upon direction from the SCF Board, the Executive Director shall
prepare an announcement of fund availability (Call for Proposals)
and make it available to all interested parties wishing to seek
funding from the Suriname Conservation Foundation.

1. Remark:
NGOs and Private Organizations may apply for the SCF grant provided
they submit along with the proposal, (i) a renewal certificate of
the organization from the relevant Surinamese authorities,(ii) Three
Years’ Audit Reports and minutes showing the evidence of endorsement
of the proposal by their general body/share-holders meeting. |
